Financing for HOAs

The fastest results for an apartment building come from electricity projects: own generation, storage, and consumption management. Thermal modernization comes next — it's more expensive and pays back slower. Below are the programs currently operating in Ukraine, with their terms, requirements and contacts. We verify the data and note the check date.

Why electricity comes first

Measurable
The meter gives daily data. The effect can be calculated, not just estimated by eye.
Fast
Installation takes days or weeks, no scaffolding and no seasonal dependency.
Tangible
The result shows up on the next bill — that's clear to a board of co-owners.
Life support
A battery keeps lighting, pumps and communications running during outages.

Financing programs

Program terms change. Before applying, it's worth calling the administrator to confirm the current status.

GRINDIM

Energy Efficiency Fund

Accepting applications

Support for installing equipment for own generation, storage, and efficient use of electricity.

Support amount
Partial compensation of equipment cost
HOA contribution
The HOA covers the rest — from own or borrowed funds

What it covers

  • Rooftop solar power plants
  • Battery energy storage systems
  • Heat pumps replacing electric or gas heating
  • Energy consumption management systems

What's required from the HOA

  • Co-owners' meeting decision
  • Grid connection technical conditions from the network operator
  • Required capacity calculation based on the actual consumption profile

Bank loans for energy efficiency

Banks partnering with state programs

Accepting applications

Targeted loans for HOAs for energy equipment and engineering system upgrades.

Support amount
Rates and limits are set by the specific bank
HOA contribution
A loan can be combined with a grant: the grant covers the main part, the loan covers the HOA's contribution

What it covers

  • Solar power and battery storage systems
  • Heating system equipment, heat pumps
  • Thermal modernization works
  • Co-financing the grant portion of other programs

What's required from the HOA

  • Co-owners' meeting decision to take out a loan
  • HOA financial statements
  • Cost estimate for the works
  • Association registration documents

Program contacts

  • Terms: Confirm directly with the bank

ENERGODIM

Energy Efficiency Fund

Applications suspended

New applications have been suspended since August 22, 2026 while the program is reformatted to meet EU Ukraine Facility requirements. Expected resumption — October 2026. Confirm the date with the Fund.

Grant support for comprehensive thermal modernization of apartment buildings.

Support amount
Up to 70% of the cost of works
HOA contribution
The HOA covers the rest — from 30%

What it covers

  • Roof, facade and basement insulation
  • Heating system upgrade, ITP installation
  • Replacement of windows and doors in common areas
  • Engineering systems: ventilation, water supply

What's required from the HOA

  • The HOA is registered and has an active board
  • No outstanding debt to the budget
  • A co-owners' meeting has been held with a decision to participate

Course of action

The sequence is roughly the same for all programs.

  1. Capture the consumption profile

How much, when, and on what electricity is spent. Without this data, solar and storage capacity are sized by guesswork, and the payback calculation is unreliable.

  2. Check connection capacity

The grid operator contract terms limit what can be installed at all and how much can be fed back into the grid.

  3. Hold a co-owners' meeting

A board decision is required for any program — grant or loan. No application is accepted without minutes.

  4. Prepare documents

Cost estimate, design documentation, HOA financial statements, association registration documents.

  5. Set the work sequence

Start with what pays off fastest: metering, generation, storage, load management. Thermal modernization comes as the next stage.

  6. Choose a funding source

A grant, a loan, or a combination. The choice depends on the scope of work and the HOA's ability to cover its own share.

  7. Apply and support the project

After approval — choosing a contractor, quality control of the work, reporting to the program.

Worth remembering

  • The information on this page is for guidance only. Final terms are set by the program administrator.
  • Submitting an application doesn't guarantee approval. The decision is made by the program's committee.
  • We don't publish approval statistics or savings examples we can't back with a source.
  • Before making financial decisions, we recommend confirming the terms directly with the program administrator or bank.
